1. How do I register my account online?

• Visit the City’s website at hesperiaca.gov
• Click on Online Payments or Make a Payment
• Click on Pay My Water Bill
• Click on ‘Don’t have an account Register Now’
• Enter your Email Address
• Create a password: Passwords must meet the following requirements:
  • Must be at least 10 characters in length
  • Must contain at least one number and 1 alpha
  • Only alphanumeric and special characters are allowed
• Enter Personal Information (name, phone number and zip code)
• Select Security Questions: For enhanced security, do not use proper names, words commonly found in the dictionary or repeating sequences of numbers
• Select Enroll
• Add Customer Number (including the dash)
• Enter Service Address (numbers only)

2. Where do I find my customer number on my bill?

Currently, your customer number is found on the top portion of your bill under Account information.

3. Do I need to enroll in autopay if I was previously enrolled through the online portal?

Yes, you will need to enroll in autopay due to the new and expanded bill payment system.

4. Do I need to enroll in autopay if I was previously enrolled through the office?

No, if you agreed to and signed the autopay application in the office, no further action is needed from you.

5. How do I enroll in autopay?

There are two options to enroll in autopay. 

1. You can request an autopay application via email at utbilling@hesperiaca.gov or in office. 

2. You can enroll in autopay by visiting the City’s website hesperiaca.gov

6. How do I make a payment through the Online One-time Payment Portal?

• Visit the City’s website at hesperiaca.gov
• Click on Online Payments or Make a Payment
• Click on Pay My Water Bill
• Click on Pay Now
• Enter Account Information
• Customer Number including the dash (numeric numbers only)
• Enter the Service Address (numbers only)
• Select Payment Method (bank account, debit card, credit card, Google Pay, Pay Pal, Venmo, Pay Pal Credit or cash) $2.95 fee applies for card and cash payments.
• Click Continue
• Agree to Terms & Condition
• Receive Confirmation Number

7. How do I make a payment through the automated phone system?

• Contact Hesperia Water District at (760) 947-1840, Option 4
• Select preferred language (English or Spanish)
• Enter the first set of digits of your customer number without the dash, followed by the second set of digits after the dash (11120000-001) No need to enter the dash
• Enter the Service Address (numbers only)
• Enter Phone Number
• Enter Zip Code
• Confirm payment due or enter a different amount
• Enter Payment Method (bank account, debit card, credit card $2.95 fee applies for card payments)
• Receive Confirmation Number

8. How do I pay my bill at the Kiosks located at City Hall?

You will need your customer number (including the dash) and service address (numbers only) from your bill, or you can request the customer number from the Customer Service Representative.

9. Why am I receiving an error message when selecting “Forgot Password”?

If you have not registered your account on the new online portal, the system will show an error message after you enter your email address and answer the security questions. You will need to register your account, and in the event you forget your password, you will use the "forgot password" feature.

10. Why can’t I see my account online after completing the online portal registration?

Please make sure to add your customer number to your enrolled profile. If you log in using your email address and password but do not see your account name or account balances, you will need to enter your customer number (including the dash) and provide your service address (numbers only).

11. Can I register multiple customer numbers under one profile?

Yes, you can.

12. Why haven’t I received a payment confirmation?

Please verify your email address is active and accurate.

13. Why can’t I see my bill history through the online portal?

The bill history before June 2, 2025, will be unavailable through the online portal, as we transition to a new online portal. To request your bill history, please submit a request by emailing utbilling@hesperiaca.gov

14. I am enrolled in autopay, but my payment has not yet been deducted from my bank account.

If your account was not registered through the new online portal and was instead enrolled through the previous portal, your payment will not be deducted from your bank account, as bank account information is not available for payment processing.

15. Is it required that I enroll in Secure PDF or Ebill?

These features are optional and not required.

16. What is Secure PDF?

Secure PDF, also known as "Smart PDF," is a secure, password-protected eBill payment option offered. It allows customers to view and pay their bills directly within the PDF document received via email, eliminating the need to visit a separate website.

17. How do I enroll in Ebill?

18. Why weren’t we informed of the online portal change?

Postcards were sent to all service addresses in May 2025. Flyers were included with the first bill mailed after June 2, 2025. Additionally, the important message on the bills was updated to provide information about the new payment methods for your water bill.
